More training? For me or the dog?

Ok, maybe it's just me but I cannot get this lunatic puppy to listen to me at all when she's out in the world. That is probably the reason why she allowed herself to get hit by a truck. If she would have heard me screaming, "Cassie NO!!" maybe the twit would have stopped in her tracks and waited until I gave the go ahead to run and greet the girls across the street. The girls are yellow labs by the way and even though they were not leashed, they stayed in their yard when they heard my Cassie barking at them. Like good dogs, they looked up and noted there was another dog barking at them but dismissed her quickly. Perhaps that is why she wanted to go across the street... she doesn't like being ignored. Who knows but the fact remains, she never made it across the street. Truck beat her to it. She was alright, scraped her paw but nothing too serious. I think it knocked her head a bit more than they thought but I do not know that for sure.

She did not just recently get hit by a truck so no one panic... it was almost 4 years ago but she is still not right. I cannot get her to pay attention to me if she is distracted and let me tell you, EVERYTHING distracts this dog. Lint, leaves, the wind, snow, dog's barking a mile away, a person walking down the sidewalk a block within her view... I'm not sure what to do with her. Plus, every time you call her name, she puts her tail between her legs and runs into her crate. I'm not sure if she thinks I want to give her a bath or trim her nails or what, but you cannot make this dog come no matter what unless you say 'cookie' and even then she is suspicious. She is weird and I feel bad for her that she is afraid that someone will do something she doesn't like to her every time you call her... that is just so sad for my puppy!

Any ideas?
